After you have pressed the 'S' key to show the stats, you can use the UP-DOWN arrow keys to decrease/increase the Sleep() time, this will change the frame rate up or down.
Try slowing the fps down to something nearer to 60. - Anything higher will only overheat your system, and not improve the quality
On my system, Sleep(17) gives about 65 fps.
Your selected Sleep() setting will be remembered each time you re-start MA3.
