For XP, it's:
Start -> Settings -> Control Panels -> Sounds and Audio Devices -> Hardware tab -> Audio Codecs (on mine I have to pick the 2nd one) -> Properties -> Fraunhofer IIS MPEG Layer-3 Codec (Pro).
