I'm pretty sure that neither WMP or MA3 will be able to play this format. The fact that WMP doesn't play these files is a big clue that this is not a bug with MA3.
You will need to convert the file into a compatible format (mp3, wav or mid).
Where did you get this file from? Was it from a game?
Hope you can get it working.
