Go to the start menu --> Run and type dxdiag. You will get the DirectX configuration/diagnostics window. From there you can go to the More Help tab and make some adjustments.

Click on Override... next to Click this button to override DirectDraw's refresh rate (for advanced users only). You should be able to safely increase this number from the default (60) to whatever refresh rate your monitor is capable of at the resolution you will be running DirectX. I think on any monitor made in the last 5 years, 75 is a safe number.

Be aware that if you change settings outside of what your monitor can handle you may get a black screen and/or damage the monitor. If your monitor makes a high-pitched noise, Escape out of the Aquarium and lower the setting!
