In layman's terms, Vertical Sync forces the system to wait until the monitor's video beam is at the top of the screen before writing new pixels, even though the computations for the next frame are done. If the system is allowed to start using the new data any time it's ready, there will be a slight 'tear' somewhere on the screen, where everything above the line is data from the previous frame and everything below the line is new data.
