Vsync will make it so that a 3d program won't try to process more frames than can be displayed. In other words it will cap out your frame rate at the refresh speed of the monitor.

If your card can't produce more frames than the monitor can show then it won't matter.

You can turn V-Sync on and off in MA2 and GA using ctrl-V.
