You mentioned the fact that you had used PowerStrip to try to resolve your problem, but you didn't have any luck. Well, what you can do at the very least is use PowerStrip to detect your monitor's model # and that will give you the information you need to get the right driver for it from MAG Innovision.

The driver that XP has assigned to your monitor includes a standard set of refresh rates and resolutions, some of which may not be supported by your monitor. While I cannot guarantee that this will fix your problem, I can speak from personal experience. In the past, Win98 was known for changing my monitor's drivers from those I supplied to a generic PnP set which played havoc with my refresh rates and vSync, thankfully XP detected and installed the correct drivers for my monitor. This may or may not help, but as I said, at the very least you're monitor will be using the refresh rates and resolutions it is meant to. This is just one way to help narrow things down a bit.
