I'm not aware of any such MS tools.
The site you mentioned is for SDL, which is a commercial product. As such, there is no way it could ever be incorporated into the Aquarium.
If anyone has ever seen a full-bore Direct3D program running as wallpaper, please post a message where to find it. I'm not saying that this would be appropriate for the Aquarium, but I might consider it if it's possible.
