Perhaps the 37-38fps maximum is caused by 'Wait for VSync' enabled (37.5 is exactly half of common 75Hz refresh rate). Check refresh rate of your monitor under 1280x1024 DirectX videomode. You should be able to toggle the Wait for VSync option under some Matrox G400 tweaking utility. If you can't do anything about it, you might also try increasing refresh rate (in that resolution, of course) of your monitor to 85Hz or higher, if it can handle such rates.
However, don't think this will blow up your framerates, it might add some 5-10fps.
